Every city has a theory of change. The Metropolitan City of Milan’s is this: inclusion does not happen because it is the right thing to do, it happens because someone designs it, measures it, and refuses to let it remain abstract.

The Claudia! Project supports small and medium-sized enterprises in building gender equality and inclusion policies that are measurable and grounded in daily workplace reality.

For persons with disabilities, the EMERGO Plan starts from a recognition that employment is never purely an individual challenge. Personalised pathways are developed for persons on the autism spectrum and those with sensory disabilities. Support also extends to families, schools and hiring companies, because lasting inclusion requires the whole environment to move, not just the person entering it.

The COB 23 Initiative supports women whose careers have been interrupted, offering upskilling and personal development pathways back into the labour market. Awareness training has reached over 1,000 participants across the metropolitan area.
