The Saregile Programme tackles the informal care economy, one of the most overlooked corner of the labour market. By regularising the work of migrant women in domestic and geriatric care through an ethical job bank, certified training and Basque language courses, it transforms this work into a recognised professional career path.

The town’s creativity extends further. A training scheme pairs retired fishermen with migrants to pass on the craft of traditional grilling, with Halal handling protocols ensuring the workplace is genuinely inclusive for Muslim workers.

Structural measures reinforce the approach. Social clauses embedded in every public tender require the hiring of people at risk of exclusion. Youth traineeships break the unemployability cycle. Public service exams adapted into easy-read formats open municipal careers to persons with intellectual disabilities. Orio’s inclusion initiatives apply inside the town hall as much as beyond it.
