Over Orio
In Orio, a coastal Basque town of 6,000 inhabitants, one in seven residents comes from over 30 different countries. The Municipal Care Agreement 2026, a binding collective pact signed by the Town Council, businesses and civil society together, mandates a 6% inclusion allocation across all departmental budgets.
What stems from that foundation is creative and concrete. The Parrilla Festa transforms the traditionally men tradition of sea bream grilling into a public event where migrant women and persons with disabilities master the embers alongside local fishermen, thereby turning a cultural ritual into a welcoming event. The Women's House offers specialised legal support to migrant women in irregular situations facing gender-based violence. Safe spaces under the Living Free is a Pleasure banner open the town to its LGBTIQ+ community. And a care programme for older and dependent persons reframes support as a shared social responsibility, with workshops specifically designed to engage men in caregiving.
In Orio, the smallest decisions carry the weight of a collective agreement.
