European Capitals of Inclusion and Diversity Award 2026 finalists

Over Cabildo de Lanzarote

As the Canary Island closest to the African continent, Lanzarote has been shaped by movement, exchange and cultural encounters. The Cabildo, the island's governing body, has built its inclusion policy on this open identity.

For its 167,000 residents, this commitment takes many forms. Older persons and persons with disabilities benefit from an Insular Accessibility Strategy and an Active Ageing Plan that promotes full participation in island life. Migrants, including unaccompanied minors, have been supported, for over a decade, through reception and autonomy programmes that go beyond basic provision - offering specialised housing, facilitated access to municipal registration and educational scholarships running. Women's services and violence prevention initiatives advance gender equality across the territory. And the Insular Pact against Hate Speech formalises protections for LGBTIQ+ people and other groups at risk of discrimination.

What also distinguishes Lanzarote is its governance model. The Third Sector Council, the Social Action Roundtable, Older People's Council and the Migrant Women's Roundtable actively shape policy design and monitor implementation., thereby encouraging the participation of those directly impacted by inclusion initiatives.
